Captain Confederacy is what happens when you combine alternate universes with "Ultimate Potential Serum" and "Project Hero".

After the South won it's independence during the American Civil War, the government of the C.S.A. created a superpowered team to maintain order. That team was headed up by Captain Confederacy and Dixie -until the Captain saw the light and went renegade.
